Jeffrey was born on July 22, 1982 to a single mother in Port-au-Prince, Haiti. After the passing of his mother at the age of 8, he was raised by his grandmother Clairona. He led a simple life living with his uncle SonSon, who was blind since early childhood and paralyzed from waist down. Aunt Titine, who could not read or write, lived in that same 1-bedroom house in the town of Saint Pierre, located a few hours outside of Port-Au-Prince, in the northern part of the country. She also had two kids of her own, Joram and Bernata. The town had no electricity or running water. Food had to be grown in order to eat or sell it at a local town market. Then the food was cooked on rocks like the olden days. Water had to be carried by hand from miles and miles away. He later moved to the United States, at age 13, to live with his father, along with three other half-siblings, Ineldo, Appolinair, and Jean, in a small 2-bedroom apartment in Stamford, Connecticut. At the time, his father Israel, had just gotten a divorce from Philomena, with whom he had three other children, Emmanuel, Eve, and Moses. Jeffrey graduated from West High School in 2000. Then Jeffrey joined the United States Marines Corps in 2002. He graduated Recruit Training from Parris Island, South Carolina, and completed Marine Combat Training. Then he went to the Military Occupational Specialty School - 3531, Motor Vehicle Operator's school, located at Fort Leonard Wood, Missouri. Upon completion, Jeffrey was assigned to the 1st Battalion 1st Marine 1st Mar Division Headquarters and Supply Company Motor Transportation Platoon. With the unit, he successfully completed two combat tours in Iraq: Operation Iraqi Freedom and Operation Enduring Freedom. He also was a part other operations assigned to the unit while deployed, such as Operation Unified Assurance Indonesia and Sri Lanka in order to help out with the Tsunami relief. Upon returning the United States from the second deployment, he later relocated to a new duty station to a unit called Chemical Biological Incidents Response Force (CBIRF), where he finished his remaining tour on active duty. Then he joined the reserve in late 2009. In July 2010, he joined the Marine Forces Reserve, which is located in Federal City in New Orleans, Louisiana. Jeffrey volunteered to join a reserve unit, 2nd Battalion, 24th Marines which is an infantry battalion in the United States Marine Corps based out of Chicago, Illinois. They were to deploy to assist training the Georgia Deployment Program (the country of Georgia in Eastern Europe). In 2009, the Republic of Georgia offered to provide infantry battalions to serve in Afghanistan. In order to access their ability to conduct operations as a subordinate element of Marine Expeditionary Brigade-Afghanistan (MEB-A) a team of Marines was created to ensure that the Georgian forces met all requirements prior to arriving. This required a six-month training program and thus, the Georgia Deployment Program was created. Upon returning from the Georgia, Jeffrey continued pursuing an acting career. Jeffrey was introduced to acting in 2005 while station in California. He was unable to focus more on his acting career, but shortly after he arrived to New Orleans in 2010. He attended an actors' workshop at Jaq's Acting Studio, where he learned monologue, improvisation, on-camera auditions, scene study, and cold read. He also studied acting with Erica Michelle (Actors Play House), Jim Gleason, and Lance Nichols. Jeffrey attended Grand Canyon University for his Bachelor of Art in Digital Film with an emphasis in production.
