Shelley Francisco was born in Hong Kong and later raised in a small community in the Philippines with her grandparents. At age four, her mom relocated to America with Shelley in the area of San Bernardino County, California. In 2000, Shelley's mom was diagnosed with stage 3 breast cancer. The news was devastating, and Shelley thought she would have to grow up without a mother. This difficult time taught her to appreciate every moment of life, and luckily her mom fought through the disease. She wanted to perform since childhood; though, for a brief period she wanted to become a WNBA player or doctor. When Shelley was fourteen, she joined a beauty pageant, which sparked her dream of acting and working in film. In addition, this helped her overcome her shyness. Later, at the age of fourteen, she joined an acting school and got booked for Danger Jane, which was also her first film audition. The web series was about a comic book hero who needed to overcome writer's block and a school bully to meet a submission deadline. Shelley played the bully. She worked with Norah Lally, who was an acclaimed writer, and her husband Jason Lally on the project. After her first taste of being on set, she knew acting was her passion. After that experience, Shelley took an acting hiatus in order to finish high school. At age 18, Shelley sought new acting opportunities. Shelley enrolled in Wayne Dvorak's 2 year Meisner program and graduated in May 2015. She gives credit to her teacher for bringing out her acting abilities. During that time she auditioned for Aramazd Stephanian, an Armenian theatre director, and was cast as an understudy for the rendition of a play titled The Importance of Being Ernest, and though the play fell through, Stephanian would later ask Shelley to stage manage a play of his, Picasso's Women. The story centered on Picasso's multiple wives and their opinions of their relationships. Shelley continues to progress as an actress and in film by working behind the camera in areas such as directing, cinematography, and writing to refine her craft. She graduated with an Associates degree in Communications from Pasadena Community College, and is planning to go on to California State University of Northridge to earn a Bachelors in Television Production.
